Distribution of Zakat

IDENTIFICATION OF THE NEEDY

Department has established a transparent system according to the Zakat and Ushr act to possibly judge to find the most deserving beneficiary in the state. According to the Section 17 of the said Act, a Local Zakat and Ushr Committee is established in each Deh / Village whose primary responsibility is to locate and identity the Mustahiq person in its area of jurisdiction and to determine his category according to the number of family members and then to include his particulars in the list of Mustahiq person and to dispatch the list to the District Zakat and Ushr committee for a purpose of formal issuance of notification through which the person is declared as a “Mustahiq”

Thus the responsibility to identify the person in need for financial assistance our of Zakat fund rests wholly with the Local Zakat and Ushr committees which deh or village in settled areas and one each in a ward in urban areas.

Classification

Zakat is paid to the Mustahiq family heads after a period of every four months from the Central Zakat Fund according to the list of mustahqeen.

Amount is paid according to category of a Mustahiq that depends on the number of family members.

The amount of Zakat is sent directly in the Mustahiq’s own PLS Account, thus The system of payments to the Mustahqeen through bank accounts operated personally by them is stated to have proved efficient and mostly free from apprehensions of pilferage, embezzlement, corruption and misappropriation, under this procedure the activates of the Local Zakat committees which in the past were involved indirect cash handling and were as a result of this, a cause of must complaints and fuss are now mostly confined to updating the list of the Mustahqeen.

Distribution of Zakat through Local Zakat Committees

Zakat is distributed among deserving families registerd in Local Zakat Committee. For this purpose Total Amount 154.000 (million) is allocated in current FY 2019-20 to distriburse the amount in two installments (biannual) through personal ledger account of of their family head under the following categories u/s 10 of Zakat and Ushr Act, 1985.:

Total recent number of Mustahiq family heads is 62,000. These Mustahqeen are registered in 1450 Local Zakat and Ushr Committees. Present Number of Union Councils is 220.

AID TO DESERVING FAMILIES IN MARRIAGE CASES

Aid to deserving families is provided from Zakat Fund for marriages of their daughter. For this purpose 10 thousand Rs is paid to each family after the completion of case through concerned Constituency Zakat and Ushr Committee. Rs 0.3 million is provided to the Chairman of each Constituency for help in 30 cases per constituency. Recent number of Constituency Zakat and Ushr Committee in Azad Kashmir is 30.

PROVISION OF PROSTHETIC DEVICES

Those deserving person who are / become handicapped due to accident or any reason are provided prosthetic devices, (arms / limbs) through Muzaffarabad Physical Rehabilitation Center. Department of Zakat and Ushr has signed an agreement in this regard to provide every possible facility at MPRC.

PROVISION OF HEARING AID

Hearing Aid is also provided to deserving person from Zakat Fund. Sufficient amount is allocated in annual budget for this purpose.

SCHOLARSHIPS FOR STUDENTS

Scholarship for the children of deserving families is provided from Zakat Fund. Sufficient amount is allocated for this purpose in annual budget. These students study in various disciplines including MBBS, Engineering, Medicine, Diploma, M. A / MSc. B.A / BSc / FA / Fsc in various institution in Azad Kashmir or Pakistan.

MONITORING OF ZAKAT FUND UTLIZATION

  1. Zakat Council is responsible for Policy Guidelines and General Superintendence, Control on matters, maintenance of Zakat Fund accounts, Preparation of the list of institutions for assistance from Azad Kashmir Zakat Fund
  2. Chairman Zakat Council monitors through Members Zakat Council
  3. Members perform regular checking of Deeni Madaris
  4. Chief Administrator Zakat & Ushr being financial commissioner monitors the allocated Budget through Central Audit and Account cell
  5. District Chairmen monitors and supervises allocated funds through District Audit cell
  6. Chairman of Constituency Zakat Committee oversees the disbursement and utilization of money in local zakat fund. Also compiles the accounts of the local zakat fund.
  7. Local Zakat Committee prepares the list of Mustahqeen Zakat and Disbursement of Zakat to Mustahqeen in their personal Accounts

MONITORING SYSTEM AT HOSPITALS

  1. Department of Zakat & Ushr has deputed staff members in Major Hospitals by introducing permanent Desks titled as “Zakat Desk” to provide facilities to the deserving patients.
  2. These “Zakat Desks” are working in every CMH, AIMS, DHQs and THQs to co-ordinate with the administration of Health Institutions on the arrival of any deserving patient
  3. Duties of these desks are defined.

TREATMENT OF THE DESERVING PATIENTS

Two Separate Treatment Plans of financial assistance for Mustahqeen are available according to the type of disease and availability of treatment.

ZAKAT FUND

Deserving Persons who become ill however they can be treated near hospital or center where they reside.

ZAKAT PROFIT FUND

Deserving Persons who fall prey to deadly diseases like Cancer, Cardiac Failure or Renal Diseases

TREATMENT OF CANCER / CARDIAC AND RENAL DISEASES

  1. Mustahiq Patients suffering from deadly diseases like cancer, kidney, heart and hepatitis “C” are provided with treatment facility from Zakat profit fund.
  2. PROCEDURE
  3. The government has setup separate endowment funds for the patients suffered in the diseases of Cancer Cardiac or Renal diseases for their treatment in five Major Hospitals Rawalpindi / Islamabad.
